Terms of Reference
Job Title: External Relations Officer
Duty Station: Lima
Section/Unit: Office of the Director
Project Reference: Fundraising Strategy 20th Anniversary (2007-2011)
Duration of Appointment: 6 months initial, extension up to 4 years
Justification for use:
This international position is being created to work in a specific fundraising programme of which its activities are finite in nature.
Organizational settings:
The Office of the Director provides the strategic policy and vision for the implementation of UN-LiREC’s mandate and day to day activities. Under the supervision of the Director and Deputy Director, the External Relations Officer facilitates the resource mobilization activities of the Centre and relations with external organizations and donor countries.
Job Content:
Within delegated authority, the External Relations Officer will be responsible for the following duties:
Undertake and Develop Fund-raising Strategy and Initiatives:
Contribute to identifying new funding sources for UN-LiREC, to attend relevant donor meetings and facilitate contacts between potential donors and UN-LiREC both in the field and in capitals;
Develop in coordination with the Director and the Deputy Director a 4 year donor strategy for the 20th Anniversary of UN-LiREC (2007-2011);
Develop and maintain UN-LiREC project portfolio to be used as resource mobilization tool;
Assist the Director, Deputy-Director and Executive Office Coordinator in negotiations with potential donors and finalization of technical aspects of grant agreements;
Maintain regular contacts with UN-LiRECs donors and coordinate submission of narrative and financial reports to donors;
Promote strategic partnerships with UN agencies, International and Regional Organizations and Civil Society; and
Develop and maintain relations between UN-LiREC and international and regional organizations and agencies, inter alia the European Union (EU)and the Organization of American States (OAS);
Assist in the development of new programme proposals:
Coordinate the development of the Centre’s country profile project;
Lead in the development and drafting of concept papers and project proposals, in coordination with the relevant Programme Officers and Programme Coordinator;
Provide advice and assistance to relevant staff in the preparation of grant applications/project proposals;
Participate in the Centre’s capacity-building initiatives; and
Carry out internal workshops for UN-LiREC staff in the areas of his/her discipline.
Perform other related duties as requested by the supervisor.

QUALIFICATIONS AND EXPERIENCES
· Degree in management, economics, social or other related areas;
· 5 years of professional experience, including management experience in any of the above-mentioned areas;
· Fundraising Experience is required;
· Knowledge and understanding of European funding mechanisms is desired;
· Working experience and knowledge of Latin America and the Caribbean
· Working experience with United Nations;
· Excellent command of Spanish or English; and
· Knowledge of other languages spoken in the region is a plus.
UN-LiREC BACKGROUND INFORMATION
The United Nations Regional Centre for Peace, Disarmament, and Development in Latin America and the Caribbean was created by a General Assembly resolution (A/41/60) in 1986. The Lima Based Regional Centre, established on 1 January 1987, was asked to provide “...on request, substantive support for the initiatives and other activities of the Member States of the Latin American [and the Caribbean (A/43/76H)] region for the implementation of measures for peace and disarmament, and for the promotion of economic and social development”. The Centre acts as a catalyst of projects, human, material, and financial resources in order to optimize co-operation, build confidence and strengthen development within Latin America and the Caribbean. Efforts are also made to encourage intra-regional activities as appropriate.
